I live in South Africa and the law says we have to wear masks while we are in public. Stores also have signs that state that you cannot enter unless you are wearing a mask. However, I have noticed that people who you call Sliding Masks Skanks are around, and I agree with you with nothing business owners that still let them shop in their stores. As you say, when there is a vaccine, we will remember who cared about our health and who just let things slide.
